Location: Remote in India, though regular (covered) travel to Andhra Pradesh will be required.

Compensation: 1.2 to 1.8 lakhs per month for a full-time position, with some flexibility based on experience and need. This range will be adjusted accordingly for a part-time role.

About FWI
Fish Welfare Initiative (FWI) is an organization of people who believe that fish welfare is critical for environmental sustainability, business resiliency, and global health. In alignment with our mission to improve the lives of billions of farmed fish, FWI collaborates with fish farmers in Andhra Pradesh to improve the animal welfare standards on their farms.

FWI’s current core program is the Alliance for Responsible Aquaculture (ARA). This program centers on our ground teams collecting water quality data from fish farms (currently, in excess of 100 farms are supported through the program) and providing the farmers with corrective actions in the event of key water quality parameters indicating that fishes may be exposed to poor conditions. With a view to increasing the cost-effectiveness, scalability, and impact, the ARA team continually strives to modify its operating model.

FWI’s Research and Development (R&D) Department has the stated objective of developing new theories of change and to conduct studies to inform FWI programs to improve the lives of fishes. Work conducted by the R&D Department helps to (1) inform new programs, and (2) inform strategies for scaling our existing program (i.e. the ARA).

How You Will Make a Difference
With a view to strengthening our programmatic monitoring and evaluation (M&E), FWI is seeking an experienced M&E Consultant. The M&E Consultant will be responsible for: designing M&E strategies and plans to monitor progress, performance, and impact of FWI programs/projects; ensuring that appropriate data is collected; establishing rigorous data quality and assurance processes; analyzing data; and disseminating results to facilitate evidence-based decision making and inform project implementation. This position will primarily support M&E activities for the ARA program, but also provide support for pilot projects implemented by the R&D and/or P&S departments.
The following are the primary responsibilities of this role:

Advise program/project leads on what’s needed to rigorously monitor projects, and support them to ensure the integration of appropriate M&E activities into all program/project activities.

Design M&E strategies and plans for monitoring progress and performance of programs/projects, including the development of appropriate indicators, and determining the appropriate sample size, frequency and methods for data collection.

Design and oversee impact assessments to allow FWI to rigorously evaluate the impact of its programs/projects.

Develop key M&E tools, such as:
-
M&E planning tools (e.g., logframes, results frameworks, performance monitoring plans, indicator performance tracking tables, etc.) to support program/project teams to understand what’s needed from an M&E perspective when planning their activities.

Data collection tools (e.g., data collection forms, checklists, questionnaires, interview formats, etc.) to be used by field personnel to collect qualitative and quantitative data.

Develop SOPs for data collection and data management, and provide training to FWI personnel to ensure data is collected and managed as per the requirements of M&E plans.

Coordinate data collection, ensuring all necessary data is collected in a timely and quality manner.

Establish sound data quality and assurance processes to ensure that data management across FWI’s programs/projects is of high quality.

Conduct data analysis and share in a timely manner with program/project leads.

Develop and maintain a database of programmatic data and ensure that data is accurate, complete, up-to-date, and easily accessible by FWI personnel.

Informed by data, identify program/project strengths, weaknesses, and areas for improvement, and make recommendations to program/project leads and FWI leadership for programmatic changes.

Oversee contracting and work of third-party vendors, including developing requests for proposals (RFPs), to conduct selected monitoring activities.

Assist in the development of progress reports, updates, or any form of external communication (e.g., newsletters, blogposts, donor communications, manuscripts, etc.) by providing timely data and information.
Job Requirements
Required Criteria

Nationality: You are an Indian national, or have worked for two or more years in-person in India.

Degree: You have a bachelor’s degree in statistics, social sciences, epidemiology, public health, or a related field.

Experience: 3 years or more of experience in an M&E role for development programs.

Language: You are fluent in written and oral English.
Other Experience
The following attributes are preferable, but we encourage you to still apply even if you don’t have all of them.

Technical and analytical experience
-
Experience designing a range of data collection tools (e.g., data collection forms, checklists, questionnaires, interview formats, etc.) for qualitative and quantitative measurement methodologies. Experience with digital data collection tools is an advantage.

Experience designing and overseeing the implementation of monitoring strategies to assess progress and performance of programs/projects in the development sector.

Experience designing and overseeing the implementation of studies to assess the impact of programs/projects in the development sector.
-
Experience establishing data quality assurance systems.
-
Experience in using STATA, SPSS, R or similar statistical software.

Excellent analytic skills coupled with proven ability in using visuals like graphs, charts, maps, and GIS, and other data visualization software/tools.

Reporting & communication experience

Demonstrated capacity to effectively communicate and disseminate information, including the writing of quality reports and detailed analysis of strategic information, and the ability to present data and analysis to a variety of audiences

Demonstrated strong writing skills in English.

Project management and capacity-building experience

Strong project management skills, including the ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines.

Ability to work in a small team, manage multiple projects independently, complete tasks with minimal supervision, and be highly adaptable to organizational needs.

Experience leading and building the capacity of others, including remote and field-based staff, to meet program needs and deliverables.

A background in animal welfare is not required, but a commitment to support and advocate for animal welfare is essential.
